Thomas W. Carter, Jr. currently serves as vice president of contracts, procurement, property and security for CIBER, Inc.
Carter has extensive experience in development, negotiation and administration of government, commercial and foreign contracts in the areas of systems and software development, production, engineering services and facility efforts, according to CIBER.
Throughout his tenure, Carter has worked with NASA, Energy Department, Council for Opportunity and Education, Defense Department, National Security Agency, in addition to various commercial customers.
Prior to joining CIBER in April, 2008, Carter held the position of director of contract administration at PharmAthene, Inc. In this position, he was responsible for managing all areas of contracting, procurement, supply chain management and government property. The company indicated that PharmAthene posted annual revenues in excess of $30 million with offices and customers throughout the United States and Canada.
Before joining PharmAthene in 2007, Carter worked at SAIC Inc. for 16 years, where he held various positions of responsibility.
Carter earned a bachelor’s degree in finance with a minor in economics from Utah State University and a professional designation in contract management, in addition to an advanced certification in contract management from the University of Alabama.
