Executive Profile: Mel Fulton, SOSi VP of Client Services

Fulton_Mel_SOS-InternationalMel Fulton is the vice president of client services at SOS International Ltd.

SOSi is an adviser and provider of technology solutions to Defense Department and other federal government customers.

The 34 year GovCon vet has experience in profit and loss management, strategic planning, business operations, sales management, business development/capture, project management, engineering, and technical consulting.

His career has been focused on U.S. government agencies in the intelligence community — ODNI, DIA, NRO, NSA, CIA, and NGA with senior level relationships across government and industry.

Prior to SOSi, Fulton was VP of the national intelligence group for BAE Systems. His responsibilities included market lead and line of business manager for the U.S. government classified market providing mission-support engineering, solutions development, systems engineering/integration, technical operations, and training. He was also responsible for identifying and capturing strategic growth opportunities, as well as support to the strategic planning and merger and acquisition functions.

Prior to joining BAE Systems Fulton held senior level positions at Booz Allen Hamilton and Northrop Grumman/TASC for 14 years, and General Electric.

Fulton has a Bachelor’s of Electrical Engineering Technology from Northeastern University and a Masters of Science in Information Systems from George Washington University. He also has certification in strategy and leadership from Darden Business School and certification in General Management and Leadership from the Harvard Business School.

Executive Profile: Chris Wolf, Louis Berger Group VP of Contracts & Procurement

Chris Wolf has over 30 years of experience leading and managing contracts, pricing and subcontract administration organizations in the professional services industry.

He currently serves as the vice president of contracts and procurement for the Louis Berger Group.

His background includes broad experience in both federal and commercial markets with leading technology and professional services firms such as Booz Allen Hamilton, Deloitte and BAE Systems.

During his career, Wolf has helped generate tens of millions in revenue, add-on business and renewals by:

• Negotiating contracts that maximize revenue and profit potential
• Building win-win relationships with clients and strategic partners
• Managing complex proposal and bidding processes to maximize wins
• Ensuring client satisfaction to protect and grow retention and renewal rates

The executive took a short detour in his career post 9/11 and served as Deputy Assistant Director at the FBI responsible for overseeing the successful completion of the Trilogy TNC/IPC program, the largest IT infrastructure upgrade in the Bureau’s history.

Wolf holds a Bachelor’s degree in Business Administration and Accounting from Gettysburg College, and a Masters Certificate in Government Contracts from American University. He is an active member of the National Contract Management Association and has published articles in their monthly periodical, Contract Management magazine.

At graduation from Gettysburg College, Wolf received his commission in the U.S. Army Armor Branch and served as a reserve officer for eight years.

Executive Profile: John Lewington, General Dynamics AIS Senior BD & Operations Manager

John Lewington

John Lewington serves as senior business development and operations manager at General Dynamics Advanced Information Systems.

Lewington has 15 years of BD and people management experience within the IT and cybersecurity market.

During that time, he has managed both products and services, and partnered with startup, private equity and venture capital backed companies on how to best penetrate the public sector.

In his current position, he leads strategy, BD and capture for enterprise mission solutions line of business within the cyber systems division at GDAIS.

Previously, as the vice president of INTEL within IT and Cybersecurity at BAE Systems, he was directly accountable for profit and loss in excess of $300M, with over 900 employees worldwide at BAE Systems.

Executive Profile: Whit Cobb, PAE SVP & General Counsel

Whit Cobb

Whit Cobb serves as senior vice president and general counsel of PAE.

He has been in the position since February 2012 and provides legal advice to the company’s leadership and oversees the company’s legal staff, including PAE’s international trade compliance office.

Whit is also responsible for maintaining the proper compliance environment for the organization, including through PAE’s office of ethics and business conduct.

Prior to joining PAE, Whit served as the deputy general counsel of BAE Systems, Inc., a position he held from 2004 to 2012. In this role, Whit advised the company’s senior business and functional leadership, assisted the general counsel in managing the Inc. legal department, and supported the operating group of general counsels.

Whit served as the deputy general counsel of the Defense Department from 2001 until 2004. While at the Pentagon, Whit was the chief litigator for the DoD. He also supervised the military commission process and criminal justice issues relating to the war on terrorism. His other responsibilities included overseeing the security clearance adjudication process, providing legal advice with respect to congressional inquiries, and supporting the DoD public affairs office.

Prior to his service with the DoD, Whit was a partner in the Washington, D.C. office of Jenner & Block, where he focused on government contracts and telecommunications issues.

Before joining Jenner & Block in 1996, Whit was the judicial fellow at the administrative office of the United States Courts. From 1991 to 1995, he served on active duty in the U.S. Army as an attorney in the Army General Counsel’s Office, where he worked on intelligence and classified program issues.

Whit, his wife Mary, and their four children live in Maryland. He graduated summa cum laude from Duke University, which he attended on an ROTC scholarship.

Cobb, a 1990 graduate of Yale Law School, was Executive Editor of the Yale Law Journal.

Mike Teegardin, Communications Director, BAE Systems

Mike Teegardin of BAE Systems

Mike Teegardin currently serves as communications director for BAE Systems‘ intelligence and security sector.

Teegardin joined BAE in 2008, and has held a variety of communications positions, such as communications director of armament systems in Minneapolis and global tactical systems, located in Houston.

Before coming to BAE, Teegardin served as a member of Minnesota Governor Tim Pawlenty’s administration.

Prior to working in the governor’s office, he worked at Weber Shandwick public relations in Minneapolis for eight years.

In addition, he also served as an intelligence analyst for the U.S. Army during the Iraq war.

Teegardin has won two Public Relations Society of America Silver Anvil awards and was also recognized as BAE’s communicator of the year.

Matthew Riddle, President of Raytheon International Inc.

Matthew Riddle, Raytheon

Matthew Riddle currently serves as the president of Raytheon International Inc., the international sales and marketing sector of Raytheon.

As President, Riddle is responsible for the company’s sales and marketing efforts in more than 80 nations worldwide. He joined Raytheon in August 2011 after leaving BAE Systems, where he served as vice president and general manager of business operations, land and armaments, and U.S. combat systems.

While at BAE, Riddle was responsible for more than 10,000 employees scattered throughout 12 locations.

From 2002 to 2005, Riddle was the assistant general manager of FNSS Defense Systems, a joint venture in Turkey between BAE and Nurol. There, he led a 400 man facility composed of engineering, operations, logistics, aftermarket support and facilities management personnel.

From 1990 to 2002, Riddle worked at United Defense and FMC Corp. first as an engineer and then as a program manager. He earned a bachelor’s degree in mechanical engineering from California Polytechnic State University, and holds multiple patents in combat vehicle design.

Dave Herr, President of BAE Support Solutions

Dave Herr is president of BAE Systems‘ support solutions organization, a Rockville, Md.-based organization that serves the Defense Department and civilian sector federal customers.

Herr’s organization develops and integrates precision tracking radars and provides services for air and missile defense systems.

Its offerings include engineering and technical assistance, system and subsystem integration, communications system integration and readiness and sustainment services.

It employs more than 11,000 workers at facilities nationwide.

Herr previously served as vice president of commercial avionics for BAE’s platform solutions business, which supports platforms such as fixed- and rotary-wing aircraft and ground vehicles.

Before that, he held the same role for BAE’s former electronics and integrated solutions group.

Prior to joining BAE, Herr held a series of executive positions at Lockheed Martin and General Electric‘s aircraft engines company. These included posts in procurement, program management, production operations, and product support.

Herr has also been a senior buyer at ITT‘s aerospace optical division and a material control supervisor for the former International Harvester Company, now known as Navistar.

Herr graduated from Saint Francis University with a bachelor’s degree in business administration and earned an M.B.A. from Northern Kentucky University.
