Executive Profile: Don Morrison, BAE Systems Contracts & Procurement VP of the Intell and Security Sector

Morrison_Don_BAE SystemsDon Morrison serves as the vice president of the contracts & procurement organization for BAE Systems intelligence and security sector. In this leadership role, he is responsible for all contracts, subcontracts, procurement and socio-economic activities.

Prior to his current leadership role, the 20-year industry veteran was VP of strategic development for The SI Organization, which was divested from Lockheed Martin in November 2010.

Previously, Morrison also served as the VP of  contracts and property accountability, for Lockheed’s information systems and global solutions business area, which had revenues of more than $13B and 46,000 employees in 1,000 locations worldwide.

In this position, Morrison was responsible for all aspects of IS&GS contract activities, including organizational conflict of interest, property accountability and functional responsibilities for approximately 400 employees. 

Prior to joining Lockheed, he worked for Northrop Grumman. and also served in the U.S. Navy as a Hospital Corpsman

He holds a Bachelor’s Degree in Business Administration from the University of Hawaii at Manoa, Honolulu, HI and an M.B.A. from Loyola University in Baltimore, MD

Executive Profile: Mark Connel, SRA VP and Executive Director of Contracts, Procurement and Subcontracts

Connel_MarkMark Connel is the executive director & vice president of the contracts, procurement and subcontracts organization at SRA International.

Prior to joining SRA, Connel was senior vice president for administration and group director of contracts at SAIC, for the intelligence and security group.

He began his career with The Boeing Company and after various procurement and contracting assignments in Seattle, served as a contracts manager / program contracts manager on the RCAS program for about seven years.

He was then promoted to contracting and acquisition division manager, then two years later became the contracts process integration team manager following the merger of Boeing with Rockwell International and McDonnell Douglas Corporation.

In 1998 Connel was promoted to director of contracting, acquisition and pricing for Boeing Information Services. When SAIC purchased Boeing IS, Mark was named corporate VP for administration and group director of contracts.

Connel holds a Bachelor of Business Administration from the University of Washington in Seattle, an MBA from Seattle University and a Master of Science in Information Management from Syracuse University.

Stuart Young, General Counsel for URS Federal Services

As general counsel for URS Federal Services, Stuart Young has led the company’s legal function since 1999.

Young advises the company on government contracting and corporate law issues. He also provides legal support in the areas of labor and employment law, compliance, export control and intellectual property.

He supervises all company litigation, manages outside counsel and serves the secretary function for URS Federal Services, its subsidiaries and joint ventures.

Between 1992 and 1999, Young served as corporate counsel at DynCorp International. At DynCorp, he drafted teaming agreements, non-disclosure agreements, joint venture agreements and contract and subcontract documents. He litigated and advised in areas concerning bid protests, lawsuits, contract disputes and arbitrations.

Young was admitted under orders from the Government Accountability Office and the General Services Administration‘s Board of Contract Appeals and served as first chair at bid protest hearings. Stuart was involved in issues of international law, including negotiating contracts with foreign governments, foreign registration and tax issues. Stuart also provided legal support relating to the areas of intellectual property, ethics, Service Contract Act and other Labor Department and human resources.

Between 1984 and 1992, Young worked at the GSA. As the agency’s senior assistant general counsel, he handled bid protests filed against Federal Supply Service and other organizations acquiring personal property and services. He also handled contract formation, contract administration, cost and pricing issues, and procurement issues relating to the agency’s Multiple Award Schedules.

At GSA, Young also litigated bid protests as first chair at the GAO and the GSBCA for major procurements. He has also litigated contract appeals before the GSBCA and provided of counsel support to the Justice Department.

After graduating law school, Young gained admission to practice law in Maryland, Virginia and Washington. He also opened up his own practice, handling personal injury and criminal cases.

Young graduated from the University of Rochester in 1978 with a bachelor’s degree in psychology. He also earned a Juris Doctorate with Honors from George Washington University in 1982.

 

Lora Drewer, CACI SVP, Corporate Director of Contracts and Procurement

Lora Drewer, a 26 year contract management veteran, is the senior vice president and corporate director of contracts and procurement for CACI International Inc.

She is a part of the professional services and IT solutions company, which is comprised of near 170 professionals.

Drewer leads and works her division employees to ensure effective daily operations by providing education, training and growth opportunities for the staff. In her position, she aims to promote the role of contracting and procurement as a strategic business partner and business manager.

Prior to her position with CACI, Drewer held a position at SAIC as the vice president and group director of contracts for the research, development, test and evaluation group. While working in the group, Drewer oversaw approximately 1,500 active contracts and remained active in both international contracting and risk management.

Before her career start, Drewer spent time at the University of Maryland where she received her Bachelor of Science in finance. She also earned a M.B.A. in contract management from the Florida Institute of Technology. Additionally, Drewer has been a member of the National Contract Management Association for some time and is also a member of the NCMA’s Executive Advisory Council.
