Executive Profile: Barbie Bigelow, TASC CIO and SVP

Bigelow_BarbieBarbie Bigelow serves as chief information officer at TASC where she is responsible for leading the information strategy for the Chantilly,Va.-based firm including collaboration, enterprise systems, technology and security.

Prior to TASC, Bigelow was CIO of the Lockheed Martin electronic systems business area and part of a team that consolidated the Bethesda,Md.-based firm’s shared services to form the enterprise business services organization.

She spent 25 years at the company and her other assignments included director for business-to-business initiatives, program manager for undersea lifetime support and performance-based logistics, program manager for the health and human services line of business and manager for advanced technology business development.

Bigelow began her career in IT as a statistical researcher at Oak Ridge National Laboratories.

After completing her masters degree, she joined IBM as a programmer/researcher and worked on early parsing and mark-up languages that are the foundation of HTML.

Bigelow earned her masters degree in computer science from the University of Tennessee and is a member of the CIO Executive Council.

Executive Profile: Barbara Humpton, SVP of BD for Siemens Government Technologies

HumptonBarbara Humpton serves as senior vice president of business development for Siemens Government Technologies.

In this role, she is responsible for bringing the capabilities of Siemens Corp. in energy, infrastructure and healthcare to meet the needs of the federal government.

Prior to joining Siemens, Humpton served as VP at Booz Allen Hamilton, leading the technology consulting business with the Department of Justice and the Department of Homeland Security. In this role, she was responsible for the technology strategy and she led the firm’s investments in biometrics and mobile computing.

The 30-year industry veteran spent the first ten years of her career at IBM Federal Systems Company, which was then acquired by the Loral Corporation.

After two years, Loral was acquired by Lockheed Martin where Humpton rose to the position of VP responsible for biometrics programs, border and transportation security and critical infrastructure protection, including such programs as the FBI’s next generation identification and the TSA’s transportation workers’ identification credential.

She earned a bachelor’s degree in mathematics from Wake Forest University.

Executive Profile: Rick Wagner, TASC SVP of the Defense Group

WagnerRick Wagner serves as the senior vice president of TASC’s defense group, which provides systems engineering, integration and decision-support services for the U.S. Navy, Air Force, Army, Marines and other Defense Department customers.

Since joining TASC in 1999, Wagner has supported multiple DoD and intelligence community customers. He has worked in both line and program management and served as proposal and capture manager for several opportunities.

TASC logoBefore joining TASC, he held program management roles at Raytheon and Lockheed Martin. At Raytheon, he managed the development of missile test equipment for the standard missile program office and supported the first test flight of the SM-2 block IIIB missile interceptor.

At Lockheed, he managed a software independent verification and validation team and was recognized by a U.S. Government customer for significant contributions during the Y2K rollover event.

Wagner began his career as a civilian employee of the Navy at the Naval Surface Warfare Center (NSWC) in Port Hueneme, Calif.

He received his master of science degree in engineering management from The George Washington University and bachelor of science degree in electrical engineering from the University of Pittsburgh.

Executive Profile: Judy Smith, ITT Exelis VP of BD for the Info Systems Division

Judy SmithJudy Smith serves as vice president of business development for the information systems division of ITT Exelis.

Appointed to this position in July 2010, Smith is responsible for identifying and qualifying new business opportunities and ensuring strategic alignment with the business portfolio and financial objectives.

She collaborates with the Exelis executive team to develop, maintain and execute strategic business plans to achieve performance and growth objectives for the business.

Smith has 30 years of experience in management, advisory and leadership positions providing support to agencies within the Defense Department.

Her focus has been on executive-level strategy, BD and technical delivery for enterprise solutions, IT strategy and policy and IT process engineering.

Prior to joining Exelis, Smith held leadership positions at Lockheed Martin, GTE and Booz Allen Hamilton. Additionally, she was the managing partner for OnPoint Consulting.

Smith received a bachelor’s degree in electrical engineering and a master’s degree in computer science from the Johns Hopkins University, and an MBA from the University of Baltimore.

Executive Profile: Timothy Reardon, Lockheed Martin President of IS&GS-National

Portrait of Timothy J. ReardonTimothy Reardon serves as president of the information systems and global solutions-national unit at Lockheed Martin, a position he elevated to in July.

Before that promotion, the 14-year company veteran served as vice president of operations for the IS&GS-national unit since January 2011.

In his current capacity, he oversees 6,500 employees with U.S. operations in the Washington region, Pennsylvania, Colorado, California, and Arizona. This also includes international operations in the U.K., Australia and the Middle East.

The IS&GS-national unit focuses on cyber services, satellite ground operations, geospatial, enterprise information technology, critical infrastructure management, situational awareness and advanced analytics.

He also has served as president for the former IS&GS-global unit and president of the enterprise integration group. In these roles he was responsible for performance and overall management of programs providing systems engineering, systems integration and information technology services to the intelligence community, Defense Department and international customers.

Before joining the company, he served as a CIA staff officer for 10 years.

He holds a bachelor’s degree in economics from the University of Virginia and a master’s degree in systems engineering from George Washington University.

Executive Profile: Darrell Durst, Lockheed Cyber Solutions VP

DurstDarrell Durst serves as vice president of cyber solutions for Lockheed Martin‘s information systems and global solutions business, where he leads a 600-person organization that provides cyber technology and services to the federal government.

He is also on the company’s corporate executive diversity council and has served on several of the company’s diversity councils since 2002.

The company says his 24-year career includes experience in system architecture, requirements and concept-of-operations development, systems studies, modeling and simulation and business case development for communications and signals systems.

Durst has also led a cross business area executive cyber team, which the company says delivered a cross-product line strategy that focused on aligning and synchronizing cyber expertise, technology and resources for business growth

Within cyber solutions, engineering professionals carry out development and operations programs for providing government customers cyber services in the U.S. and internationally.

Customers receive encryption technologies, wired and wireless network defense, cyber training, war-gaming, security architecture integration and intrusion detection services.

Durst serves on the University of Maryland’s electrical and computer engineering advisory board.

He holds a bachelor’s degree in mathematics and a masters degree in electrical engineering, both from Howard University.

Executive Profile: David A. Kier, Areté Associates President and CEO

kierDavid A. Kier joined Areté Associates as president and CEO in August 2009 while continuing in his role as chairman of the board of directors, a position he has held since 2004.

Following his retirement from a 35-year career in the federal service, Kier joined Lockheed Martin Corp. in October 2001 as the vice president and managing director for Lockheed Martin’s force protection activities.  In this position he was responsible for managing a matrix organization for all of Lockheed’s missile defense activities.

After serving concurrently as the deputy director of the National Reconnaissance Office and the principle deputy assistant secretary of the Air Force from May 1997 to August 2001, Kier retired from government service.

A native of Pennsylvania, Kier is a graduate of Washington and Jefferson College where he received a Bachelor of Science in physics.  He holds a Master of Science degree in Systems Engineering for the University of Southern California.  After a tour in the U.S. Army, he joined the NASA Flight Research Center in 1966 as a flight test engineer.

In 1973, Kier accepted a position at NASA Headquarters as the high speed vehicles program manager, Office of Aeronautics and Space Technology.  Responsibilities of this position included that of program manager of the highly maneuverable aircraft technology program.  The HiMAT program pioneered new technologies in aerodynamics, structures and controls for high performance fighters.  Today the HiMAT vehicle resides in the Smithsonian Air and Space Museum, Washington, D.C.

In 1981, Kier joined the Office of Development and Engineering, Directorate of Science and Technology of the CIA.  Serving as a division chief and then as a group director and program manager, he was responsible for the development and acquisition of the collection hardware and software supporting a new, high risk, high dollar-value intelligence collection system.

The recipient of numerous medals and awards during his career, Kier receive dboth the CIA’s and the Intelligence Community’s Distinguished Service Medal for technical and managerial accomplishments.

Executive Profile: Joseph Ciano, Lockheed Martin IS&GS Civil VP for BD

CianoJoe Ciano serves as vice president for business development & strategy in Lockheed Martin’s information systems & global solutions civil organization.

In this role, he is responsible for the BD function that identifies and captures new business for this $3.5B business unit servicing customers worldwide.

Prior to this position, Joe served as deputy to the VP of BD for IS&GS National, a $2.3B business unit. He was responsible for new business identification and acquisition, capture and proposal process management.

His 11 years with Lockheed have also included assignments with IS&GS-Defense, IS&GS Global and LM Information Technology.

At LMIT, he helped grow the organization from $100 million to more than $1.1 billion in annual revenues. His business development teams have won new business with defense, civil, intelligence, international and commercial customers.

Prior to joining Lockheed Martin, Joe served as director of BD for national security programs at MicroStrategy and as a senior account executive at HP (formerly EDS) for government programs.

Joe retired from the U.S. Marine Corps in 2008 as a Lieutenant Colonel with more than 20 years of service.

His Bachelor of Science Degree is from the U.S. Naval Academy, and his Master of Science is from the Naval Post Graduate School.

Executive Profile: Steven Frenz, GM & VP of Cubic Cyber Solutions

Steven FrenzSteven Frenz serves as vice president and general manager of Cubic Cyber Solutions Inc., a wholly-owned subsidiary of Cubic Corp.

Frenz is responsible for all facets of the operation with emphasis on the development and growth of Cubic’s cybersecurity capabilities.

Prior to joining Cubic, Frenz was the VP and director of business development for cybersecurity solutions at SAIC where he was responsible for BD and sales strategy with a mandate to drive growth across all markets.

Frenz also served as VP for Mid-Atlantic operations for The North Highland Company where he was responsible for strategic and tactical leadership for complex technology and business initiatives.

He spent 10 years with Hitachi Consulting and served as VP of consulting operations and was an engineer with Lockheed Martin earlier in his career.

Frenz was a Captain in the U.S. Air Force, spending seven years active duty and holds an MBA from the University of Colorado and a BS in Information Systems from the University of Wisconsin.

Executive Profile: Michael M. Thomas, Booz Allen SVP

Mike ThomasMichael M. Thomas serves as senior vice president at Booz Allen Hamilton, having joined the firm in December of 2010.

Prior to his role at Booz Allen, Thomas was the president of Lockheed Martin’s IS&GS security organization, providing capabilities for the creation of knowledge solutions, intelligence mission management, and the processing and dissemination of intelligence data for enhanced national and tactical decision making.

Thomas began his career with IBM in 1978 where he served as the company’s White House account manager for national federal accounts, and business area manager for new and advanced programs.

At Lockheed, Thomas became VP for special application programs for in 1996. He stepped into his security solutions role in 2007.

He serves on the board of directors for the Intelligence and National Security Alliance and United States Geospatial Intelligence Foundation. Thomas is also a member of the Armed Forces Communications and Electronics Association and the National Military Intelligence Association. In addition, he serves as the Chairman of the James Madison University College of Business Executive Advisory Board.

In 2007, Thomas was named by Computerworld Magazine as one of its 2007 Premier 100 IT Leaders.

Thomas is a graduate of Madison College (1976) with a B.B.A. in Finance and Marketing. He received an MBA from James Madison University in 1977.  He and his wife, Kathy, live in Reston, Va. and have four daughters and two grandsons.
