Who Is Thomas Engels?
As HRSA chief, Engels leads the agency’s efforts to broaden access to high quality healthcare through grants awarded to state and local governments. With his guidance, HRSA serves more than 30 million Americans through 1,400 health centers, a crucial part of the national healthcare system. HRSA has 15,000 locations in poorly-served and rural areas that deliver primary care services, no matter a patient’s ability to pay.
Engels was previously HRSA chief from November 2019 to January 2021. During this initial term, he supervised efforts to address the opioid crisis by integrating behavioral health into primary care and HIV care settings.
He oversaw the $175 billion Covid-19 Provider Relief Fund, which delivered assistance and relief to hospitals and other healthcare facilities fighting the Covid-19 pandemic. Engels also directed the biggest reorganization of HRSA in its history.
Prior to federal service, Engels was deputy secretary of Wisconsin’s Department of Health Services from 2015 to 2019, where he directed a department with a $12 billion budget and more than 6,000 staffers.
