Mr. Brian DeFelice is the Director, Financial Systems Transformation within the Department
of Navy Office of the Assistant Secretary of the Navy (Financial Management and
Comptroller), Financial Management Systems (FMS). In this capacity, he is responsible for
the transformation and modernization of financial management IT systems across the
Department of Navy to meet the needs of today’s and tomorrow’s warfighter.
Prior to his current appointment, Mr. DeFelice served as a Highly Qualified Expert (HQE)
reporting to the Deputy Assistant Secretary of the Navy for FMS. In this role, he was
responsible for supporting the delivery and resourcing of financial management functional
requirements and systems, and the portfolio management of those systems. In addition, he
managed the consolidation of the Navy’s remaining legacy financial accounting systems into
Navy Enterprise Resource Planning (ERP). He also provided advice and guidance on
dependent systems transformation efforts to senior members across the Navy and Marine
Corps.
Before joining the Department of the Navy, Mr. DeFelice supported the Federal Government
as a consultant with both IBM and Throughline. At IBM, Mr. DeFelice held a variety of
leadership roles in Navy ERP production operations and project teams through the
implementation of the Financial and Single Supply solution from 2006-2017. In addition, he
served as a subject matter expert (SME) for ERP financial management support at the
Department of the Treasury. While at Throughline as a Senior Accounts Manager, Mr.
DeFelice led multiple analysis and strategic initiatives including NAVAIR’s Aviation
Logistics Environment (ALE) Analysis of Alternatives (AoA), DISA’s Global Command and
Control System – Joint (GCCS-J) modernization, and various system modernization impacts
reviews of the Navy supply chain and other DoD ecosystems.
Mr. DeFelice received his Bachelor of Science in Ceramic Engineering from Rutgers
University. He also holds a PMP certification.
