Mr. Williams graduated from Norwich University’s Military College of Vermont in 1988 with a B.S. in Communications and began his career as an Officer in the United States Marine Corps. He served with the 9th Engineer Support Battalion in Okinawa, Japan before being assigned to the 1st Recruit Training Battalion, Marine Corps Recruit Depot Parris Island, where he served as a Series Commander and Company Executive Officer.

After completing his initial commitment to the Marine Corps and transitioning to reserve status in 1993, Mr. Williams began his civilian career in New York City with Investment Banking firm Municipal Partners Inc. He specialized in Public Finance Consulting and Institutional Trading of Tax Exempt Fixed-Income instruments.

In 1997, Mr. Williams accepted one-year active duty mobilization orders to serve with Marine Forces Headquarters Europe in Stuttgart, Germany. During his tour he served as the European Theater Project Manager responsible for the successful implementation of the NATO Command and Control System CRONOS to the amphibious ships of the 26th Marine Expeditionary Unit.

After returning from Europe in 1998, Mr. Williams accepted a position with Partnership for Fiscal Integrity Program and served with the Under Secretary of Defense, Comptroller. He was assigned to the Defense Travel System Program Management Office, an ACAT I MAIS Program of Record, where he worked on the development of the business case for the Program and the IT security certification and accreditation requirements of the system.

Returning to the private Sector in 2001, Mr. Williams accepted a position with Booz Allen Hamilton’s National Security team. He provided Information Security and IT Procurement Services to the Headquarters Marine Corps C4I, the Anti-Drug Network PMO and the Joint Staff J-7. After serving with the National Security Team, Mr. Williams worked for Booz Allen Partner, and former CIA Director, R. James Woolsey, as the Team Lead for Booz Allen’s, “Mission Assurance in Acquisition” client service offering.

In 2005 Mr. Williams accepted a Federal Positon with the Defense Information Systems Agency to lead the Agency’s Mission Assurance Program, where he managed the development of the Real-Time Network Operations and Mission Impact capability tool suite. After receiving a promotion, he served as the Deputy Program Management for Agency’s implementation of the Oracle Financials Enterprise Resource Planning development and implementation program.

In 2010 Mr. Williams attended the National Defense University, Information Resources College and earned a Graduate Certificate in Federal CIO Studies with a concentration in business and acquisition. Upon reassignment to the Defense Information Systems Agency in 2011, he was assigned as the Service Manager for the DESS Acquisition of Service. He led the Agency’s acquisition of the $500M Multi-Award Omnibus IT services contract until August of 2015 when joined ONR Global. Mr. Williams currently serves as ONR Global’s Chief Information Officer and is responsible for the operation and maintenance of the Command’s IT network, laptop computers, mobile devices and Knowledge Management capabilities.
