Mr. Manning is the Deputy Assistant Secretary of the Army for Research & Technology (DASA R&T). He
serves as the principal planner, coordinator, and reviewer for the detailed management of research (6.1),
applied research (6.2), and advanced development (6.3) programs. He ensures the highest quality of
technology base support to the Army Acquisition Executive (AAE), Program Executive Officers (PEOs), and
Program/Project/Product Managers (PMs). In his previous position, Mr. Manning served as the Deputy
Director for Force Development, Deputy Chief of Staff, G-8. He was responsible for planning, programming,
and budgeting research, development, and acquisition for the Army’s major investment programs totaling
$30 billion annually.
