David Carroll

Vice President Cyber Capability, Engineering and Strategy

David Carroll is the Vice President of Cyber Capability, Engineering and Strategy for
GDIT’s Intelligence and Homeland Security Sector which focuses on capabilities from
National Security and US Intelligence to Homeland Security Missions. David also works
across other sectors using his extensive offensive and defensive cyber operations
experience with GDIT”s Full Spectrum Cyber effort.
Previous to GDIT David served as senior executive service member at the DHS
Cybersecurity and Infrastructure Security Agency (CISA), Carroll lead the division that
delivers tools and solutions that enable analysts and operators to protect the nation
from cyber threats.
David has three decades of experience in security, privacy, and risk programs, spanning
the military, government, and private sectors. Carroll is also a US Navy (Reserve)
Information Warfare Officer, fully qualified in offensive and defensive cyber operations
currently serving at the Office of Naval Research in innovation that focuses on
expeditionary cyber and AI enablement.
Carroll’s mission is to leverage artificial intelligence and machine learning (AI-ML) to
enhance cyber defense capabilities and empower teams to achieve their goals. He has
extensive experience in collaborating with senior government and commercial
stakeholders, as well as participating and contributing in several cross-government
working groups, publications, and seminars on AI-ML, cloud, mobile, and virtual
technologies.
