David Hong
Acting Chief Information Officer and Chief Artificial Intelligence Officer

David Hong was named Acting Chief Information Officer (CIO) for the U.S. Department of Health and Human Services (HHS) in July 2026, after serving as the Department’s Principal Deputy CIO since February 2026. He concurrently serves as Acting Chief Artificial Intelligence Officer, leading HHS’s technology strategy, IT modernization, and the adoption and responsible use of artificial intelligence across the agency.
As head of the Office of the Chief Information Officer (OCIO), Mr. Hong provides leadership and oversight of the Department’s information technology systems and security activities for a workforce of over 72,000 and oversees a more than $9.3B IT portfolio in support of HHS’s mission to enhance the health and well-being of Americans.
Mr. Hong has more than 30 years of experience leading complex, data-intensive programs across both the private sector and the Federal government, with depth in data privacy, data governance, risk management, and regulatory compliance.
Mr. Hong returned to Federal service in 2024 as Chief Data and Artificial Intelligence Officer for the Office of Intelligence and Analysis (I&A) at the Department of Homeland Security (DHS), where he focused on enabling the access, use, and sharing of information in support of the DHS and I&A missions. He also previously served at U.S. Immigration and Customs Enforcement (ICE).
Prior to returning to Federal service, Mr. Hong held senior data and risk leadership roles in the private sector, including Director of Security Engineering Design and Integration at Capital One Financial; Global Head for Data Services in the Chief Security Office at Deutsche Bank; and Director, Risk Management at Microsoft.
A member of the Senior Executive Service of the Federal Government, Mr. Hong holds a Master of Business Administration in Accounting and Finance and a Bachelor of Arts in International Relations and Affairs from The George Washington University.
