Dave Raley is the Chief Digital Services Officer for Marine Corps Community Services (MCCS), where he leads enterprise‑wide digital modernization efforts that directly enhance the quality of life for Marines, their families, and Department of War (DoW) mission owners. Over the past 15 years, Dave has built MCCS’s innovation capability from the ground up, launching its human‑centered customer experience (CX) strategy and modernizing how mission‑critical digital services are delivered across the Marine Corps.

Dave is the creator and driving force behind Operation StormBreaker, the United States Marine Corps’ most advanced DevSecOps platform and its first fully accredited continuous‑delivery‑based ATO framework. StormBreaker compresses deployment timelines from 12–18 months to minutes, enabling mission owners to ship secure, authorized, production‑ready software faster than any legacy compliance process previously allowed. It also establishes a government‑to‑government, pipeline‑as‑a‑service model that removes infrastructure burden from engineers and empowers rapid capability delivery.

Dave’s modernization work has saved MCCS an estimated $100,000 per system per month, slashing cost of delay and eliminating years of redundant authorization and acquisition friction across the DoW. His platform‑engineering approach—abstracting complexity, automating RMF gates, and shifting cybersecurity left—has become a model for mission‑speed digital transformation across federal spaces.

A recognized leader in secure cloud modernization and agile accreditation, Dave is a frequent speaker at federal transformation summits, modernization forums, DevSecOps conferences, and cyber leadership events. His work has been featured in Fed Gov Today, FedScoop, Federal News Network, GovCIO Media & Research, CSO Online, and the ATARC Federal IT Newscast, among others.

Dave also serves as Government Co‑Chair of ATARC’s Continuous ATO (cATO) Working Group, helping shape national guidance on rapid authorization, automated RMF workflows, and secure‑by‑design platform engineering. He is a contributor to multiple ATARC publications, including Clarifying Cloud Foundations.
