Dean Souleles is a uniquely experienced technology leader and advisor who has held a variety of senior executive roles in government and private industry over the last four decades. He is a strategic advisor to Fortune 100 companies and venture-funded start-ups, actively evaluating mergers and acquisitions and providing expert technical assessments and due diligence on technology companies. He is currently a strategic advisor to MITRE Labs and a senior associate at the Chertoff Group. From 2020 to 2024 he served as senior Intelligence advisor to Eric Schmidt’s Special Competitive Studies Project focusing on the intersection of technology and National Security. In early 2023, he completed three years as a founding member of Amazon Web Services’ Federal Advisory Board. Previously, he was a senior advisor to the independent National Security Commission on Artificial Intelligence and Texas A&M University’s Human Machine Ecosystem Laboratory (HMEL). He also was a member of the National Academy of Science’s ad hoc review committee on the Detection, Verification, and Monitoring of Nuclear-Weapons and Fissile Material. Mr. Souleles was the Founding Director of the U.S. Intelligence Community’s Artificial Intelligence Innovation Center and Chief Technology Advisor at the Office of the Director of National Intelligence (ODNI), where he led the development of the intelligence community’s strategy for rapidly adopting artificial intelligence (AI) and related technology. From 2012 to 2020, Mr. Souleles was the senior technology advisor at the ODNI. As Chief Technology Advisor to the Principal Deputy Director of National Intelligence (PDDNI), he provided subject matter expertise, assessment, and advice to the PDDNI, the Director of National Intelligence, and other senior United States Intelligence Community (IC) and Department of Defense leaders. With ODNI and IC partners, Mr. Souleles led the effort to assess, evaluate, and develop IC-wide strategies to accelerate the adoption of key technology priorities, including AI, machine learning, and automation to increase the IC’s ability to assess, understand, and contextualize the rapidly accelerating volume, velocity, and variety of intelligence- relevant data. Previously, he was the founding CTO of the National Counterintelligence and Security Center (NCSC), where he established the Office of the CTO and developed and promoted the National Counterintelligence and Security Technology Strategy. Before joining NCSC, Mr. Souleles was Special Assistant to the ODNI for the Intelligence Community Information Technology Enterprise (IC ITE), a 17-federal agency IT modernization effort. Mr. Souleles created the IC Architecture and System Engineering Team (ASET) and the IC ITE Mission User Group (the “MUG”), the “Voice of the Mission.” Before joining ODNI, Mr. Souleles was Chief Operating Officer of Resolution Health, Inc., a venture-funded healthcare, big data analytics, and software company Anthem/WellPoint acquired in 2008. Previously, he was Executive Vice President and Chief Technology Officer of QuadraMed Corporation, a $140 million international public healthcare information technology firm (formerly AMEX: QD and NASDAQ: QMDC). Early in his career, Mr. Souleles founded SureNet, one of the earliest dial-up internet services providers, after spending ten years at NASA’s Jet Propulsion Laboratory (JPL). Mr. Souleles studied Computer Science at the California State University at Northridge.
