Frank Flaherty is the Vice President, Chief Engineer for Lockheed Martin Rotary & Mission Systems (RMS) Mission Integrated Command & Control (MIC2) Line of Business Engineering & Technology organization, responsible for ensuring program excellence, providing technology development and leading an engineering workforce of more than 4,000 engineers and scientists in a portfolio addressing multi-domain combat systems, undersea mission systems and enterprise command and control (C2).

Over his 20+ years with Lockheed Martin, Frank has worked across a broad range of customers in program, functional and technical leadership roles. Before serving as the chief engineer for MIC2, Frank was the VP and Chief Engineer for C6ISR with a portfolio focused on C4ISR, Electronic Warfare and Undersea Warfare. Prior to that position Frank was the Strategic Products and Initiatives (SP&I) director and deputy to the C6ISR chief. His roles required a heavy focus on strategy across C6ISR and RMS, developing the overall C6ISR Technology Strategy in areas that cut across multiple Market Segments and managing cross-line of business development activities. He also was responsible for driving digital transformation and engineering metrics to advance execution in the business, and supported the engineering teams across C6ISR, providing a strategic lens to cost, schedule, technical and people aspects of the portfolio.

Prior to that Mr. Flaherty was the Senior Program Manager for the Weapons Platform Integration and Advanced Programs portfolio in C6ISR, with responsibility for program execution and delivery of C4ISR capabilities to the Warfighter across many customers that include US Navy Airborne Communication & Radar Processing, GPS M-Code Receivers, Navy Weapon Control Systems, Air Force Weapon Enterprise Management Systems, advanced research & development and more. Shortly before that Mr. Flaherty was responsible for the Engineering & Technology organization in Valley Forge, PA, ensuring execution across a portfolio of programs in the C4ISR portfolio, leading new business captures and research and development. He joined Lockheed Martin in 2003 and has worked across multiple engineering disciplines, program areas and lines of business. Mr. Flaherty has developed advanced satellite communication technology solutions for multiple programs, and was the Engineering Program Manager for a US Navy Airborne Radar program, developing and fielding a multi-segment satellite communication architecture, tactical data links, and advanced radar data processing.

Mr. Flaherty holds a Bachelor’s degree in Electrical Engineering from The Pennsylvania State University and Master’s degrees in both Technology Management and Electrical Engineering from Villanova University.
