Frank Miller
Independent Consultant, Former Vice President for Intelligence Integration at SOSi Exovera
As Exovera’s former Vice President for Intelligence Integration, Frank Miller led SOSi/Exovera’s global intelligence portfolio providing strategic insights of Chinese, Russian and Iranian technology modernization planning and their efforts to circumvent western security restrictions and protocols.
Prior to joining Exovera, Frank served 42 years in Federal Service as an Army Infantry and Special Forces officer, and a Defense Intelligence Senior Executive with the Defense Intelligence Agency. During his Army career, Frank served in command, staff and attaché assignments throughout Asia, including Okinawa, Japan; Beijing, China: Hanoi, Vietnam; Kabul, Afghanistan; and Hong Kong. He has served multiple tours at INDOPACOM and retired from the Army as the Northeast Asia Division Director, Strategic Plans and Policy Directorate, Joint Staff. At DIA, Frank served as Defense Intelligence Officer – East Asia (the Director’s senior advisor on all matters Asia), led the Asia Pacific Regional Center (APRC), deployed as the DIA Senior in Afghanistan and retired as Director of DIA’s Office of Partner Engagement.
Frank is a 1980 graduate of the United States Military Academy, West Point, New York. He has a Master of Arts Degree in East Asian Studies from the Naval Postgraduate School, Monterey, California and a Master of Science Degree in Strategic Studies from the U.S. Army War College, Carlisle Barracks, Pennsylvania.
