A native of Maryland, Ms. Forbes is a distinguished senior federal employee with 32 years of service to the Department of Defense. As Deputy Director for Future Capabilities, Policy, Planning, and Strategy at the Program Executive Office Digital and Enterprise Services (PEO Digital), she leads enterprise-wide efforts to optimize capability delivery, enhance operational functionality, and drive measurable value for the warfighter.
Ms. Forbes holds a Master of Science in Systems Engineering Management from Johns Hopkins University and a Bachelor of Science in Electrical Engineering from North Carolina A&T State University. While at A&T, she cultivated her leadership skills through academic involvement and competitive DoD internships — experiences that ignited a lifelong commitment to civil service and laid the technical foundation for an exceptional career.
From her earliest assignments, Ms. Forbes demonstrated leadership qualities that would define her career — seizing opportunities for significant responsibility and steadily building the expertise to oversee complex IT infrastructure strategy, lead large teams of federal and contractor personnel, and develop forward-thinking technology policy at the enterprise level.
Ms. Forbes began her career with the Department of the Navy in 1994 before joining the Defense Information Systems Agency (DISA), where she served from 2000–2010 and 2012–2015. Between her DISA assignments, she served as Lead Systems Engineer and Executive Agent within the Secretary of the Air Force (SAF) Chief Information Officer’s office, supporting a Joint Program Office within the Federal Aviation Administration (FAA). Returning to the Department of the Navy in 2015, she has held a series of progressive senior roles including Principal Assistant Program Manager for Naval Enterprise Networks (NEN), Chief Technology Officer for PMW 260, and NEN Chief Engineer.
Throughout her career, Ms. Forbes has pursued continuous professional development, completing both the USDA Executive Leadership Development Program and the Federal Executive Institute (FEI) Program. Her outstanding record earned her competitive selection for the DoD Bridge Fellowship — Cyber IT Employment Program, through which she partnered with Amazon Web Services in direct support of its Government Security Opera
Ms. Forbes’s contributions have been recognized with numerous nominations and awards, including Outstanding Team Member, Supervisor of the Year, Engineer of the Year, and Women in STEM honors. Most recently, she was honored with the Meritorious Civilian Service Award — one of the DoD’s highest recognitions for civilian excellence.tions Program.
