Mr. James A. Perkins serves as the Acting Portfolio Acquisition Executive for Medical

Digital Solutions at the Defense Health Agency, leading the stand-up of PAE Medical

Digital Solutions and the execution of its charter. He serves as the Milestone Decision

Authority for Acquisition Category/ Business System Category/Services Category II

programs and existing ACAT/BCAT/SCAT III programs. Mr. Perkins leads the strategic

alignment of the Medical Digital Solutions portfolio, overseeing its products, programs,

contracts, and organizational structure. He is directly responsible for establishing the

permanent PAE framework, streamlining acquisition governance, chartering new program

managers for Acquisition Programs within his MDA authority, and coordinating matrixed

support to optimize the fielding of medical digital products and services across the DHA.
