Mr. Landino was appointed to the Senior Intelligence Service in January 2003. In Dec 2014, he was selected to serve as the CIO and Director, Mission Systems at NCTC. From Jan 2011 to Dec 2014, he served as the OSC’s Director, Open Source Engineering Group where he led the engineering and development of OSC’s IT applications and infrastructure worldwide and led OSC’s migration to cloud computing. He served a joint duty assignment with NGA as the Deputy PM, National System for Geospatial-Intelligence (NSG). In this capacity, he supported the Director, Acquisition, in the execution of all enterprise applications development and integration into the broader NSG as well as the Program Manager, NSG in policy formulation, program execution, analysis, and reporting against established NSG cost, schedule, and performance baselines. From Dec 2003 to May 2008, Mr. Landino served as the Deputy Director, Systems Engineering, Imagery Acquisition and Operations Director (IMINT), NRO, where he was responsible for directing end-to-end enterprise architecture planning and systems engineering readiness, test, transition, and deployment into operations for the Nation’s current and future overhead imagery architecture. He joined CIA in 1999 serving as the Senior IMINT Manager in the Office of the Senior Acquisition Executive for the Deputy Director of Central Intelligence for Community Management where he oversaw the GEOINT acquisition portfolio.

Mr. Landino holds a B.S. Economics (Cum Laude—1980) from Franklin Pierce College, an Engineering Math Certificate from the University of New Mexico (1986-88), a Masters in Public Administration from the University of Denver (1981), and a Masters of Science in Systems Management (with Honors—1990) from the Air Force Institute of Technology. He was commissioned as an Air Force officer in 1983 and spent 11 years as a systems acquisition professional serving in increasingly responsible positions at product centers, test agencies, and headquarters elements during his career. Mr. Landino was a Distinguished Graduate of Squadron Officer’s School and selected as the 1992 AF Acquisition Officer of the Year. In 1994, he became Group Manager, MCR Federal, Inc., where he ran their McLean, VA consulting practice having profit and loss responsibility for over a dozen major technical and enterprise development and engineering support contracts with the Intelligence Community and DoD.

Mr Landino is a CIA Level III COTR, and NRO Level III Systems Engineer, and a DoD Level III Program Manager, a graduate of the DAU Advanced Program Manager’s course, CIA’s Advanced Program Management Course, and attended the Harvard JFK School of Government’s National and International Security Seminar for General Officers, and the EXCEL Course at Northwestern University’s Kellogg School.
Mr. Landino is married and resides with his wife Kate in Ashburn, VA. They have a daughter Rebekah and son Joseph.
