Joseph F. Lyden was the Deputy Director of Contracting for the Air Force Installation Contracting Center, Operating Location, Europe (AFICC/KU), located at Ramstein AFB, Germany and predominately supported the United States Air Forces, Europe and Air Forces, Africa (USAFE-AFAFRICA) acquisition portfolio. He Joseph F. Lyden Chief Procurement Officer Mr Lyden entered federal service in 2009 at the Aeronautical Systems Center (ASC) at Wright-Patterson AFB in Dayton, OH where he began his career as a contract specialist. He earned his Contracting Officer’s warrant, becoming a Contracting Officer for Large Aircraft Infrared exercised Senior Contracting Official authority and functional oversight of all USAFE/AFAFRICA (U-A) buying organizations and two Combatant Commands (EUCOM and AFRICOM), while overseeing a $8.5B contract portfolio. Mr Lyden led the workforce development for over 370 civilian, local national and military contracting professionals. He also served as the Command’s Competition Advocate and Ombudsman ensuring a fair and competitive acquisitions environment. Mr Lyden was previously assigned as the Deputy Director of Contracting for the Air Force Nuclear Weapons Center, Kirtland AFB, NM. He acted for and with the Director in management of the $163 billion Air Force nuclear contracting mission. In addition, acted for and with the Director as both Senior Contracting Official and the Center Senior Functional overseeing contracting processes and workforce development of 130 professionals across five geographic locations. After serving as the Section Chief of a Foreign Military Sale (FMS) team in the Direct Support Aircraft Division, he was competitively selected into the Air Force Career Broadening Program where he served in both the Force Management and Contracting Operations Divisions of SAF/AQC. Next, he became the Director of Business Operations for Air Force Global Strike Command’s 377th Mission Support Group Contracting Division at Kirtland AFB. In that capacity, he managed and led 58 acquisition professionals consisting of civilians, military officers and enlisted ensuring execution of over 600 actions and $100M per fiscal year. He served as the Division’s sole Termination Contracting Officer, lead Small Business Professional, Human Resources Liaison and Competition Advocate.
