J. Blair Parsons III is the Director for AI & IT Solutions for CACI International Inc's
Global Combat Support System – Marine Corps (GCSS-MC) program, leading a
$340M+ portfolio with over 220 personnel across multiple federal contracts.
Under his executive leadership, the AIS organization has achieved significant
growth and delivered major technical accomplishments on behalf of the USN and
USMC. His strategic leadership encompasses the USMC's largest Logistics ERP
system supporting over 22,000 Marines worldwide, including production
operations, enterprise services, cybersecurity, scaled agile development, and

cloud migration initiatives.
Mr. Parsons has distinguished himself as a transformational leader in artificial intelligence integration
and digital innovation, designing and implementing the groundbreaking Agile Artificial Intelligence
Solution Factory (AiSF) that recently won Gold in CACI's enterprise AImagine competition. His business
development excellence includes serving as capture program manager for competitive contracts
exceeding $1.8B in total value, successfully orchestrating over $50M in annual contract awards, and
rapidly scaling organizational capabilities from 1 to 20 product teams while onboarding 180+ FTEs in
record time. This combination of innovative leadership and operational excellence has positioned him as
a recognized executive within CACI and the broader federal contracting community.
Throughout his 20-year career progression with CACI, Mr. Parsons has advanced from Systems
Programmer to executive-level program leadership, consistently taking on increasingly complex
responsibilities and delivering exceptional results. His career trajectory includes senior roles as Acting
PEO IWS Activity Command Information Officer (ACIO) managing $55M+ in Navy contracts, Lead Cloud
Engineer for critical DevSecOps implementations, and Chief Technology Officer providing strategic
direction for 200+ personnel divisions. This progressive advancement demonstrates his proven ability to
scale leadership capabilities while maintaining technical excellence and delivering mission-critical
solutions for the US Navy, Marine Corps, and federal civilian agencies.
Mr. Parsons combines deep technical expertise with strategic business acumen, holding a Bachelor of
Science in Computer Science and dual Master's degrees in Business Administration and Management of
Information Systems from the University of Mary Washington. His executive qualifications include active
PMP, CISSP, and ITIL 4 certifications, along with an active DoD Top Secret clearance. This unique
combination of technical depth, business leadership, and security credentials positions him as an
exceptional executive capable of driving large-scale digital transformation initiatives while building high-
performance teams and delivering sustainable organizational growth.
