National Reconnaissance Office (NRO)
Mr. Justin Langlois is the Deputy Director of the National Reconnaissance Office’s (NRO) Commercial Systems Program Office (CSPO) where he leads the NRO’s strategy for full integration of multiple commercial imagery sources. Prior to joining CSPO, Mr. Langlois held multiple leadership roles at The Aerospace Corporation. Most recently, he was a Systems Director supporting their Commercial Space Futures Office. In this capacity, he focused on Space Systems Command’s commercial initiatives that included commercial market engagement, assessments, acquisition, and strategy. He served as an expert and advisor for space related efforts requiring assessments of commercial providers, as well as more traditional industrial base providers. Assessment topics included business, market, and space systems architecture. During his time at The Aerospace Corporation, he supported various customers at the National Space Council, Under Secretary of Defense, NRO, US Space Force, Office of the Director of National Intelligence, and other government space players, as well as support to some commercial companies. This support included but was not limited to exploring emerging capabilities to source selection for major program office efforts worth billions of dollars. Mr. Langlois was an active-duty US Navy SEAL Officer and currently serves as such in the US Navy Reserve. In this role, he has completed three years as a Naval Special Warfare Innovation Directorate reservist and was a Naval Special Warfare representative working for the Secretary of Defense’s Defense Innovation Unit. He mobilized in support of combat operations in USCENTCOM where he managed a diverse team of over 30 contractors, civilians, and joint contingent military personnel in the execution of $200 million in Counter ISIS Train and Equip Fund support to priority partners. During his time as an active-duty SEAL Officer, he served as a Platoon Deputy Commander, Special Operations Detachment Commander, Officer in Charge, Operations Officer, and Troop Leader. Mr. Langlois was the Vice President of Advanced Applications and Business Development at World View where he managed a small team and annual budget of $2 million with efforts in commercial, civil, and defense applications that included working opportunities with international customers to include foreign governments. He was also part of the leadership team that was instrumental in the development of the business model and market strategies for a new innovative stratospheric platform. He also led a customer portfolio from zero revenue to a total of $10 million plus. Mr. Langlois also held positions at Google Skybox and Skybox Imaging. During his time at Google Skybox, he managed US government customer relationships that included efforts around market sizing, customer use cases, go-to-market strategy, and prototype engagements with the most senior leadership in these organizations. Mr. Langlois holds an MBA from the Harvard Business School and was the Pat Tillman Scholar and Armed Forces Alumni Association Section Representative, an MSE in Aerospace Engineering from the University of Michigan in Ann Arbor with specialization in astrodynamics and spacecraft design, and a BS in Aerospace Engineering from the US Naval Academy. In addition, Mr. Langlois has several publications attributed to his name.
