Katie Holmes serves as the Deputy Director of the Division of Quality Systems, Governance, Engineering, and Development (DQSGED) within the Center for Clinical Standards and Quality (CCSQ) Information Systems Group (ISG) at the Centers for Medicare & Medicaid Services (CMS). In this role, she provides strategic and technical leadership for shared services and data platforms that deliver efficient, cost-effective, and user-centric systems in support of CMS quality programs.



Since joining CMS in 2019, Katie has held multiple leadership roles across ISG, including Acting QIO Program Manager and ISG Strategy and Portfolio Lead, before assuming her current position as Deputy Director. She oversees a large and complex IT portfolio, including the management of enterprise shared services, and mission-critical modernization initiatives. Her work emphasizes cross-organizational collaboration, governance, and aligning program needs with CMS enterprise solutions.



Currently, Katie is leading major integration, consolidation, and modernization efforts across CMS, including first-of-its-kind initiatives such as the transition from SAS Viya to Databricks. She works closely with enterprise and data teams to reduce duplication, improve analytics capabilities, and advance CMS’s priorities for IT consolidation, efficiency, and innovation.



Prior to CMS, Katie spent several years in the private sector as an Operations and Program Manager supporting large federal healthcare systems, where she led multidisciplinary teams and complex IT portfolios across multiple CMS programs. She holds a bachelor’s degree in Sociology and Anthropology and a Masters in Business Administration. She brings a people-centered leadership approach to advancing healthcare quality through technology.
