The Honorable Matthew A. Kozma currently serves as Under Secretary for Intelligence and Analysis at the Department of Homeland Security. Nominated by President Trump and confirmed by the Senate, Under Secretary Kozma is statutorily responsible to the Secretary of Homeland Security for all intelligence matters, including Counter-Terrorism, Counterproliferation of Weapons of Mass Destruction, and Critical Infrastructure Protection. He leads the DHS Office of Intelligence & Analysis, an element of the Intelligence Community, and concurrently serves as the Chief Intelligence Officer of the Department, coordinating and overseeing the intelligence programs of the DHS Components comprising the DHS Intelligence Enterprise. In this capacity, he also advises the Director of National Intelligence, including on matters relating to homeland security intelligence.

For over thirty years, Mr. Kozma has served in the defense and security of the United States. He previously served as the Intelligence Community Chief Information Officer, directly reporting to the Director of National Intelligence, overseeing the information technology portfolio for and transformation of all 18 Intelligence Community elements. Earlier in his career, he served in numerous other strategic positions, across the Defense and Intelligence enterprise, spanning space, intelligence, and cyber focused on research and development, acquisitions, operations, and international partnerships. He also honorably served as an Air Force Reserve officer retiring with the rank of Colonel.

In addition to public service, Mr. Kozma held various leadership roles in the private sector centered on advising C-suite executives ranging from Fortune 500 companies to innovative start-ups, advancing technology development, scaling sales and revenue, developing corporate partnerships, and optimizing operational capability.
Under Secretary Kozma received his commission as a graduate of the United States Air Force Academy having completed double major degrees in Electrical Engineering and Applied Physics. He holds an MS in Electrical Engineering from the University of Colorado, Colorado Springs and an MBA from American University’s Kogod School of Business. He also has completed post-graduate education at MIT and Harvard.
