Robert “Otis” Winkler is Vice President of Corporate Development & National Security Programs for Kratos Defense. In this role, Otis focuses on developing strategies to align Kratos’ development efforts with U.S. Department of Defense (DoD), Congressional, and Executive Branch priorities. Additionally, he is responsible for communicating the value of Kratos’ low-cost, high-performance technology, solutions, and breakthroughs to national defense and governmental leaders.



Prior to joining Kratos, Otis served as a professional staff member on the Senate Armed Services Committee and oversaw air and space-related activities, such as manned and unmanned aviation, hypersonic/counter-hypersonic weapons development, electro-magnetic spectrum operations, warfighting networks and National Security Space operations which included U.S. Space Force and Space Command.



In previous roles, Otis worked in Industry as a Director of Strategy and Advanced Technology for L3Harris and served as the Director of the Weapons Systems Division for the U.S. Air Force Legislative Liaison Office, as Special Assistant to the Director of the Defense Advanced Research Project Agency (DARPA), and as a Commander of both an F-16 Fighter Squadron and an Operations Group comprised of fighter & air control squadrons dedicated to all aspects of flight operations in NATO.
