Rich Smith is Division Manager of ManTech’s Department of Homeland Security portfolio in the
company’s Federal Civilian Sector. As a Senior DHS Fellow, former Federal CISO, CTO and a retired
Naval Officer, he brings deep, hands-on experience and knowledge of cybersecurity to supporting the
mission of homeland security.
During a career spanning thirty years, Rich has held cyber leadership positions including Department
Head for Defensive Cyber Operations supporting U.S. Cyber Command and Navy Tenth Fleet, Division
Chief for NSA Red Team, and Tenth Fleet Training Officer, and served as an instructor of graduate
level cyber security courses at the University of Maryland. He retired from the Navy Reserves as a
Cryptologic Warfare Officer.
Prior to joining ManTech, Rich was Vice President and Division Manager at CACI within the Business
Information Technology Services Sector. At Freddie Mac he served as CISO and Senior Director of
security operations responsible for security engineering, threat intelligence, identity management. He
has also held senior positions at the Transportation Security Administration (TSA) supporting counter-
terrorism, where he implemented enterprise engineering, operations, security and application
development, and served as CISO in charge of information security.
Rich served previously as a Senior Executive and CTO at the Transportation Security Administration
(TSA) supporting the counter-terrorism mission, and implenting the agency’s enterprise engineering,
operations, security, and application development. He was also Chief Information Security Officer
(CISO) at TSA developing, managing and marketing the most effective information security program in
DHS.
During Rich’s time at TSA he was deployed with the Navy to support Operation Enduring Freedom -
Horn of Africa with the U.S. Africa Command. He led the Engineering and Implementation team of the
CIO/J6 under General Robert Ferrell in support of multiple cyber, infrastructure and communications
projects in the U.K., Germany, and Africa.
Rich maintains PMP and CISSP certifications and has an active DHS EOD, TSA EOD, and TS/SCI
clearance.
