U.S. Immigration and Customs Enforcement (ICE)

Rob Thorne is the acting Deputy Chief Information Officer (DCIO) for U.S. Immigration and Customs Enforcement (ICE). In this role, Mr. Thorne directs multiple enterprise-wide IT activities including technical infrastructure, field operations, cyber security, information assurance, applications development, enterprise architecture, telecommunications, and networking. He is responsible for the enhancement, modernization, and operation of over 300 systems and infrastructure projects used by ICE law enforcement personnel and other external entities.

Prior to his current position, he previously served as the Chief Information Security Officer (CISO). His responsibilities included overall information security of the ICE IT enterprise, including protecting systems, networks, user access and ensuring ICE systems meet federal security mandates. He led the ICE Security Operations Center and oversaw the tactical and strategic approach for managing system risks through the
ICE continuous monitoring program. In addition, Mr. Thorne worked closely with mission partners applying cybersecurity principles using new technologies such as artificial intelligence and other creative solutions.
Prior to joining ICE, Mr. Thorne worked in leadership positions at several companies including Knowledge Consulting Group, Hewlett Packard (HP), and Electronic Data Systems (EDS). Notable is his time as the Director of the Federal Risk Management and Compliance Practice at HP where he supported and led a team of security and privacy consultants providing clients with information security risk and compliance assessments, privacy and security program management, security authorization services, security policy review and remediation, and security documentation and development.

Mr. Thorne holds a Bachelor of Science degree from James Madison University, a Master of Science degree from Virginia Polytechnic Institute and State University as well as professional credentials in security management. He is a Certified Information Systems Security Professional (CISSP).
