Bob Cunningham serves as the Executive Director of Enterprise Command Operations at the Department of Veterans Affairs, where he leads VA’s 24/7 IT command center - the single point of contact for all enterprise technology issues. Under his leadership, ECO ensures rapid, coordinated responses to IT incidents ranging from national outages to individual user impacts, safeguarding the technology backbone that supports care for Veterans and their families.
Bob measures success by outcomes that matter most: speed of resolution, prevention of service disruptions, and customer satisfaction. By leveraging key performance metrics—such as reduced downtime, faster Mean-Time-To-Resolve (MTTR), and improved responsiveness— he has driven a culture of operational excellence focused on minimizing impact and maximizing reliability for VA services.
With more than 30 years of experience in IT and managed services, Bob has a proven track record of building high-performing teams and mentoring future leaders. Prior to his current role, he directed the VA’s Enterprise Service Desk and held senior leadership positions in service delivery across the federal sector.
A proud U.S. Air Force veteran, Bob served over 11 years on active duty, earning multiple decorations. His commitment to Veterans continues through his work at VA. He was recognized as a 2023 FedHealthIT100 awardee for his contributions to federal health IT innovation.
Bob holds a Bachelor of Science in Computer Information Systems from Strayer University and certifications in Executive Leadership, Project Management, ITIL Foundations, and DevOps Leadership.
BIO: Robert (Bob) Cunningham
Mr. Robert (Bob) Cunningham is the Executive Director of Enterprise Command Operations (ECO) at the Department of Veterans Affairs. He has responsibility for directing ECO’s 24/7 operations as the single point of contact for all Information Technology (IT) issues.
ECO provides a clear and immediate response to IT incidents that range from National outages and emergencies to impacts individual users. VA’s infrastructure is critical to providing our Veterans and their families with the best possible care. Mr. Cunningham measures success by speed to resolve incidents, advertised service disruptions and by the satisfaction of our customers.
By utilizing metrics that include reduced downtime, faster Mean-Time-To-Resolve (MTTR), quicker response to outages, speed of resolution to customer calls and tickets, threshold alerts and near misses along with indicators of customer satisfaction, Mr. Cunningham had led the team to focus on the most impact on the VA's service to veterans.
Mr. Cunningham was previously the Director over the Enterprise Service Desk (ESD). He has more than 30 years of experience in Information Technology and Managed Services. Mr. Cunningham has a proven record of strategically building and leading service delivery teams as well as mentoring and developing employees.

Mr. Cunningham served in the United States Air Force for more than 11 years. He was awarded numerous decorations during his time in the military and continues to support Veterans through his work with the Department of Veterans Affairs. Mr. Cunningham was named one of the 2023 FedHealthIT100 awardees. He also earned a Bachelor of Science degree from Strayer University in Computer Information Systems and currently holds certifications in Executive Leadership, Project Management Institute, Information Technology Infrastructure Library (ITIL) Foundations, and DevOps Leader.
