U.S. Immigration and Customs Enforcement (ICE)
Robert Hammer is currently detailed as the Deputy Executive Associate Director (EAD) for the Office of Management and Administration (M&A) at U.S. Immigration and Customs Enforcement (ICE) to support execution of the reconciliation funds provided to ICE. In this role, Mr. Hammer provides oversight and coordination over all the administrative and managerial components of ICE, including the information technology infrastructure, the human capital program, acquisition and procurement activities, workforce training, information governance, and privacy. In this position, Deputy EAD Hammer oversees an organization of over 1,600 employees located in multiple offices across the United States, delivering business operations to a global workforce of over 20,000 law enforcement and support employees.
Prior to this role, Mr. Hammer served as the acting EAD for Homeland Security Investigations (HSI), which is the principal investigative component of the Department of Homeland Security (DHS), responsible for investigating, disrupting, and dismantling transnational criminal organizations (TCO) and terrorist networks that threaten or seek to exploit the customs and immigration laws of the United States. HSI’s workforce consists of over 10,000 employees, including special agents, criminal analysts, mission support personnel, and contract staff assigned to over 237 offices throughout the United States and over 56 countries around the world with an overall annual budget of $2.5 billion.
In his previous role, Mr. Hammer served as the Assistant Director of Cyber and Operational Technology, where he managed information technology programs and developed major technology advancements in support of HSI’s law enforcement mission. In this role, he directed a workforce of 600 employees and an annual budget of nearly $275 million.
Prior to the AD COT, Mr. Hammer served as the Special Agent in Charge for the Seattle, Washington, office of HSI where he was responsible for all HSI investigations across the entire Pacific Northwest, including the States of Washington, Idaho, Oregon, and Alaska. He oversaw a workforce consisting of over 250 employees, including special agents, criminal analysts, and mission support personnel assigned to over 10 offices throughout the region.
Throughout his 24-year career, Mr. Hammer has held several key leadership positions since joining HSI as an entry-level agent in 2001.
Mr. Hammer holds a Bachelor of Business Administration degree in Computer Information Systems from Georgia State University in Atlanta, Georgia and is a member of the Senior Executive Service.
