Keisler serves as the Naval Information Warfare Center (NIWC) Atlantic
Senior Scientific Technical Manager and Competency Senior Manager
for Data Science and Analytics Engineering. He serves as NIWC
Atlantic's leading technical expert for data science within NAVWAR and
across the PEOs, the Naval Research and Development Establishment
(NR&DE), the Intelligence Community and all customers to ensure
consistency, efficiency and commonality in solutions provided to the
warfighter. During his career, he has been a pioneer for big data, data
science, analytics, autonomy technical strategy development and
applying those technologies toward increased readiness and
warfighting effectiveness.
Keisler was selected in October 2017 to serve as a Senior Scientific
Technical Manager for NIWC Atlantic where he entered federal civil service in 2004. In his role, he
provides technical strategic leadership and direction for the architecture, development, integration
and deployment of data-intensive digital capabilities, including the Internet of Things, machine and
deep learning and artificial intelligence. He executes supervisory responsibilities for the data
science and analytics engineering workforce to include resource planning and competency
development for NIWC Atlantic, and he supports workforce development strategies and goals for
higher echelons including partnerships with national and international organizations, industry and
academia.
Keisler has served as a Technical Warrant Holder for NIWC Atlantic since 2011, most recently as
Technical Area Expert for Information Operations and Battlespace Awareness Data Analytics. He
has supported numerous engineering efforts within information warfare, including leading design,
deployment and transition efforts for the Navy Tactical Exploitation of National Capabilities Office
and PMW-120’s Cryptologic Carry-On Program. He has served in several technical leadership
roles since 2012, including supervisor for the Analytics Engineering Branch.
Keisler is a native of South Carolina. He is a graduate of Clemson University where he earned a
Bachelor of Science in computer engineering. He earned a Master of Science in computer science
from The Citadel and the College of Charleston. He holds a DAWIA Level III certification in systems
engineering.
