Mr. Robert Monto Jr. joined the Capability Program Executive Mission Autonomy (CPE MA), in November of 2025. He serves as the Project Manager for Robotic
Control & Integration (PM RCI).

In his current role, Mr. Monto is responsible for increasing Soldier situational awareness, lethality, and survivability by delivering interconnected and intuitive unmanned system capabilities. He leads the development of a unified Command and Control (C2) architecture and establishes software common standards, mission planning, and interfaces across the Army's robotic assets across air, ground, and maritime while also enabling the cyber survivability of the formations. Through prototyping against prioritized tactical use cases, Mr.
Monto's team enables Army partners to develop autonomous systems that feature intuitive control and seamless data sharing, ensuring Soldiers are equipped with a decisive technological advantage on the battlefield.

Mr. Monto previously served as the Director for Advanced Concepts and Critical Technologies (ACCT) and Director of the Human Machine Integrated Formations (HMIF) Project Office at the Army Rapid Capabilities and Critical Technologies Office (RCCTO), where he led efforts to identify evolving operational needs and discover disruptive capabilities. In these roles, he was responsible for prototyping, integrating, and deploying Human Machine Integration (HMI) prototypes into Army formations to accelerate deployment, foster Soldier-Robot collaboration, and enhance Soldier lethality and safety. By aligning academia, industry, and Science and Technology organizations, his teams scouted, assessed, and transitioned advanced technologies to close strategic gaps and provide game-changing overmatch capabilities. Prior to this, Mr. Monto served in System of Systems Engineering and Integration (SOSE&I) from 2015 to 2016, leading the engineering and analysis division. As Technical Director for PdM Tactical Mission Command (TMC) at Program Executive Office Command Control Communications-Tactical (PEO C3T) from 2011 to 2015, he led the technical direction for an Acquisition Category (ACAT) 1AC Major Automated Information Systems (MAIS) program, focusing on improving Army mission command systems. From 2008 to 2011, in the role of Assistant Product Manager (APM). Mr. Monto
managed cost, schedule, and performance, and actively participated in multiple tests, certifications, and overseas fieldings to ensure mission success.

Mr. Monto holds an M.S. & B.S. in Software Engineering from Monmouth University. He is a graduate of the Defense Acquisition University’s Senior Service College Fellowship. He holds executive certificates from The Wharton School, MIT Management Sloan School, University of Pennsylvania, and Eckerd College. He is a recipient of the Civilian Service Commendation Medal; Commander’s Award for Civilian Service and three times been awarded the Achievement Medal for Civilian Service. He is a recipient of the Army Acquisition
Corps Level III in Systems Planning, Research, Development, and Engineering, and he is a member of the Army
Acquisition Corps.

Mr. Monto’s most important role is husband and father. His wife, Virginia, is the CEO of a sales and marketing consulting business. They have two children: Michael, currently a freshman in college studying engineering, and Josefine, currently a sophomore in high school and a competitive gymnast.
