Srinivas Panguluri is the Acting Chief Information Officer (CIO) at the Health Resources and Services Administration (HRSA), where he provides executive leadership for enterprise IT strategy, cybersecurity, cloud modernization, digital, and artificial intelligence (AI) transformation initiatives supporting HRSA’s nationwide public health mission.

With more than two decades of experience in IT leadership, Srinivas has led large-scale modernization efforts across infrastructure, applications, data, and security. He has overseen complex IT portfolios exceeding $300 million, advanced Zero Trust, and cloud-agnostic architectures. He has driven innovation in grants performance systems, analytics platforms, and implemented secure collaboration technologies that support billions of dollars in grant funding and strengthen HRSA’s ability to serve communities across the country.

Prior to joining HRSA, Srinivas held senior technology leadership and consulting roles supporting federal agencies and large enterprises. He is also a published author and recognized subject matter expert, with contributions to federal and technical publications on cybersecurity, data, and technology management. He actively promotes the use of emerging technologies and aligning technology investments with mission outcomes, operational excellence, and federal policy.
