Terry Emmert is a distinguished national security executive with more than 30 years of leadership spanning the Department of Defense, advanced technology, and industry. He has served at the highest levels of government, including as Acting Secretary of the Navy, guiding an 814,000-person department through a historically complex budget formulation, and as Under Secretary of Defense for Research and Engineering, overseeing a $16 billion enterprise that included DARPA and the Missile Defense Agency.

A trusted advisor to senior government leaders, Terry brings deep expertise in national security strategy, emerging technology transition, industrial competitiveness, and cross-sector partnerships. At Xcelerate, he leads strategic initiatives to accelerate growth, strengthen client relationships, and identify investments that advance the company’s mission.

A graduate of the U.S. Naval Academy and the Eisenhower School for National Security and Resource Strategy, Terry holds advanced degrees from the Massachusetts Institute of Technology and the Naval Postgraduate School.
