Todd Couts is the Director of the Business Services Group at the CMS Innovation
Center, where he leads technology, data, and operational efforts for innovative
healthcare models. His work has also been central to CMS initiatives like the Health
Insurance Marketplace and ICD-10. Before CMS, Todd spent nearly 20 years as a
consultant with Ernst & Young and Noblis, focusing on operational solutions for CMS,
private healthcare payers, and commercial banks. He holds a BS and MS from the
University of Virginia.
