Office of the Under Secretary of War for Research and Engineering (OUSW R&E)

Tony Garcia serves as the Director of Munitions Technologies for the Office of the Assistant Secretary of War for Science and Technology (OASW(S&T)) within the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)). His office oversees the Joint DoD/DOE Munitions Program and the Joint Enhanced Munitions Technology Program, executing more than $80 million per year in munitions science and technology research efforts with DoW, DOE, industry, and academic partners. He also serves as the Deputy Director of the Joint Energetics Transition Office, responsible for coordinating and facilitating accelerated development, qualification, and transition of energetic materials and energetic material systems. As the primary advisor to the staff of OASW(S&T), and other offices in OUSW(R&E), for topics related to munitions and energetics technologies, he is responsible for developing and implementing munitions science and technology strategy for the Office of the Secretary of War. Prior to his role at OUSW(R&E), he was a cleared defense contractor and served more than 20 years as a commissioned officer and Naval Aviator in the United States Navy and Navy Reserve, earning flight and tactical qualifications in multiple H-60 series helicopters and serving on staffs with U.S. Naval Forces Central Command and the North Atlantic Treaty Organization.
